You will be able to download it on release.
This happened to me today on release date. Used my code and all and it still says pre order??? My game shows it as owned but it's not downloading. I'm praying this gets fixed whenever the ea app stops being glitchy and saying the pack hasn't released !

UPD: In game it shows as an owned pack, so, i guess, there is some reassurance
