Before saying anything else, let me make it clear that you do NOT need to reset your computer, nor is that a good idea overall considering how much other data you might lose. This problem is entirely fixable without such drastic actions.
@Ellezbby Sims 4 always creates two folders, one for the game's program files (that the EA App installs) and one for user content (saves, saved households and builds, etc.). The first folder can be wherever you want, but it's best not to choose Documents or Downloads. The second folder is always in Documents > Electronic Arts. These two folders should never be mixed.
Since you've installed the game itself into Documents > Electronic Arts, please uninstall it through the EA App and reinstall somewhere else. The default location is fine:
C:\Program Files\EA Games\The Sims 4
But if you want to use a different folder, go ahead.
The user folder won't be created until you've launched Sims 4 for the first time, or for the first time since uninstalling the game. But before you do that, you'll need to decide whether you want OneDrive syncing your Sims 4 files, for example your custom content. If you don't want that, it's much easier to fix before you have files to lose. I can help with that process; just let me know whether you want OneDrive present at all, and if so, whether you want other data inside Documents to be synced.
