Resource.cfg file not regenerating upon relaunch.

This is where my folder is located (Not in OneDrive, silly mistake of me, but I suspect that the auto-syncing feature I have on with OneDrive may have led to this.)

Your Documents folder IS on your Harddrive: You should continue to use the folder the game uses.

@eezie_lorenzo  Please post a screenshot of the contents of the Mods folder, as in, I'd like to see the files and folders themselves.  Include the address bar as well; you can black out your username again if you want.  Please also list the full path to the folder the game is reading, as seen here (same price as before):

@eezie_lorenzo  I don't care what you use in your own game, but you can always edit the screenshots or move folders around if you want.

What might matter here is that I see a "start backup" on the left of the address bar.  That shouldn't be there, which makes me wonder if the setup you have is a bit strange.  Please right-click the Resource.cfg file, choose Properties > General, and list the Location.

Please also list the full file path to the Sims 4 folder you see in-game.  I really do need to see this to be sure you and I are on the same page.  Like I said, it's easy to send someone on an entirely unnecessary wild goose chase because I missed some small detail or made an incorrect assumption.

@eezie_lorenzo  I really don't know why this isn't working, but the next step is to move the entire Sims 4 folder out of Documents > Electronic Arts and let the game generate a new one.  If you get an error when trying to move the folder, or it copies instead of moving, let me know.  Otherwise, launch the game and see whether there's a new Mods folder with a new Resource.cfg inside.

Moving the Sims 4 folder will also move your saves and other user data to where the game can't find it, but the files will all be intact.  So don't worry about your missing saves for now.  Just add a few mods to the new Sims 4 folder and see whether they work, and we can go from there.
