Save file/ unowned packs glitch

Does anyone know why my game is doing this? I click load game and all my save files have pack icons that I supposedly "don't own" when I do. It even prompts me to buy it when I click on it.

I have tried repairing EA and Repairing my packs/ sims 4 game. I have had this before but it usually just goes away after restarting my PC or repairing the game. I have tried recovering my save file but it's not giving me a date farther than a few days ago so it's useless. I clicked load game anyways and it says stuff from those packs won't even show up and can corrupt the save file ( I'm assuming houses I've built with those items were also deleted, same with clothing in CAS.)

This definitely happens sometimes the game updates but this time it won't go away and it's been days. I can't even send an glitch report to EA because it says there is an error (of course).
