When it's frozen, no, you can only force close.

Me too, i tried to save it to my gallery and it froze TWICE! I had to do the sim over and over. Finally i just saved it and never touched the gallery/library.

Probably it will be not froze if you remowe your mods folder to desktop. I think you have outdated UIC mod.
I don't work for EA So i just had this problem and i know this is an older post. BUT. if your game is frozen try pressing the start button (Windows) then right click on The sims 4 application and press "close all tabs" then click the icon again (it wont close) and there should be an option to save and exit when you open it. It just happened to me and that seemed to work lol
