Screen frozen but recognizes commands without changing visually

When game launches, it freezes on load screen and cursor is not reactive. I can use ctrl + alt + delete to end task. If I move to different app or desktop, and then back to open game app, the screen will update but still will not be visually reactive. I can use touch screen to click. The game can recognize the command, but the screen will not respond unless I switch to different app/desktop, and then back to open game app. 

My laptop is up to date, I restarted the laptop, restarted the EA app, I repaired the Sims 4 game, I uninstalled the EA app, I uninstalled the Sims 4, I deleted caches and deleted mods. Same issue still occurring.

    @stephanie_m094  If you haven't already, please try playing in a clean user folder.  Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop, and when you launch the game, a clean folder will spawn with no content.  (Your saves and other content will be intact in the folder you moved but temporarily not read by the game.)  Don't add anything to the new folder yet; just let me know whether you can get far enough to start a new save and play in live mode for a bit.

    If that doesn't or didn't help, please run a dxdiag and attach it to a post.
