I don't really understand, what you put off for later, because of bad screen loading?
The game did not turn on after the update? Did it last a very long time?
They can be different reasons.
1. One is any errors in the game folder that could be created when you turned on the game without taking out the mods.
Try doing a factory reset of the game folder as described in this post:

2. Second - some problem arose from the installation of drivers graphics card when you installed the latest drivers on July 18.
You would have to uninstall these drivers and download again, but for now, I would not do it.
3. You also have errors reported by the system
Try to fix it
Run SFC/scannow https://support.microsoft.com/en-us/help/929833/use-the-system-file-checker-tool-to-repair-missing-or-corrupted-system
Use DISM to repair system image. Open Command Prompt (Admin) and enter the following three commands sequentially and one by one and hit Enter:
Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /ScanHealth
Dism /Online /Cleanup-Image /RestoreHealth
Let these DISM commands run and once done, restart your computer and try again.

The game loads fine. The bright blue gave me a migraine so I did not update the game until I had trained myself to get use to it.
1. As with all updates, I always remove my mods folder should I have any issues. This is the first thing I did. I will try a factory reset the way mentioned though.
2. Yeah I won't mess with the GPU right now. All my other games don't seem to have any problems that I can tell. I'll do this last.
