@Txbi89 The obvious issue here is that your laptop is using the Microsoft Basic Display Driver, which is always going to give poor performance. Your dxdiag says that your processor's graphics chip may have been disabled entirely, which would explain the basic driver and why the game is running so poorly. So please try to reenable it.
Hit Windows key-X, open the Device Manager, expand Display Adapters, right-click the Radeon entry, and if you see the option to enable it, do so. Otherwise, choose Properties > Driver and enable it from there. Restart your computer afterwards.
If this alone doesn't help, try installing the newest driver from AMD:
Run the installer as an admin: right-click the download and select "Run as administrator." Restart after installing and before trying to play. If you still notice performance issues, please post a new dxdiag.
The automatic "run as administrator" would show up when you right-click the Sims 4 desktop shortcut and select Properties.
@Cheddarcheys This update switched computers with Nvidia and AMD graphics to DirectX 11 mode, which means the game is also using the DX11 executable: TS4_x64 rather than TS4_DX9_x64. So if the latter was allowed in Controlled Folder Access but the former was not, that would explain the issue.
@InnerRevoution7 Thanks for the update, and I'm glad DirectX 9 mode at least is working. If you'd like to try to figure out why DX11 mode isn't working, please post a dxdiag, and I'll take a look.
