Servers cannot Carry Food from Basement Kitchen to 1st Floor Dining area

Steps: How can we find the bug ourselves? Tables and Hostess stand upstairs, Chef Station and Waiter Station downstairs
What happens when the bug occurs? There is nothing at all in the way of movement, but once the food is picked up from the chef station, the waiter, food in hand, gets a thought bubble of no footsteps and the food disappears and the guest is never served. There is no movement in the way as they were able to walk down there to begin with.
What do you expect to see? I expect the server to take the food from the chef, walk upstairs, and server the table the food.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I have I built a restaurant with dining tables and a hostess station on the first floor, as well as a chef station and waiter station in the basement.
The servers should be able to take the food from the chef station and carry it upstairs, but they are unable to. They grab the food, then the thought bubble of "No Footsteps" appears and then the food vanishes and nothing happens.
There is nothing in the way, there is plenty of room around the area. The objects were placed with bb.moveobjects off so I know it's not that either.
The servers as well as my own sim can walk freely up and down the stairs, to and from and all around the chef station so I know it's not that.
Does anyone have any knowledge of this issue?
