Sim does not own this item

I have run into a bug when playing. I have Seasons, Dine Out and Get to Work and I have recently run into an issue where items my Sim obtains, mainly through seed packets, where they aren't counting...

Yes, it's my Sim's home lot.

When the items that should be in my collection are placed in the world; my Sim does not have the "Add to Inventory" command.
