@imjuliewaters Moving this to tech for troubleshooting as you say it doesn't happen without mods installed

Custom content can get outdated with patches. If it works when you remove your mods folder, then one or more mods/cc is no longer compatible with the game and you have to find those.

    This one save is the only one that this glitch happens and my CC and Mods are installed there, so how can it be the CC and/or Mods causing the issue? I have also checked and all of my CC and Mods are up to date.

      That's what you posted in your OP.

      If it doesn't happen with Mods/cc installed, that's the conclusion I'm drawing.

      Maybe there's other factors on that save which cause the issues in combination with mods while it doesn't on others.
