Sim won't move when completing tasks

How often does the bug occur? Every time (100%)
What is your current game version number? 1.67.45.1020
What expansions, game packs, and stuff packs do you have installed? Cats and Dogs
Steps: How can we find the bug ourselves? I'm not sure. I open my game, tell her to do the action, but she stands still, even though let's say I'll see her friendship go up with a person even though the task will stay in her actions list.
What happens when the bug occurs? My sims stands still and their actions list fills up, but they do nothing while the world around them moves on.
What do you expect to see? My sim moving around completing the actions I am telling them to do/they are autonomously doing.

Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. I updated my game to the most recent update. It never did this before no matter how many mods I had.

I have tried loading the Sims 4 without any mods and also after completely wiping the files, essentially starting all the way over but to no avail. She still stands still and my game is still unplayable for some reason. Resetting her does NOT Work. She just does it again.
