Sim won't pick up toddler or pets

My adult sims are not picking up their toddlers or pets and every time I try the action they wave and shrug their shoulders and a speech bubble pops up with footprints and a red !. There aren't any mods in the game and there also isn't any furniture stopping the sim from picking up the toddler or pet. My sim will also not do the washing up, they will just pick up the plate/bowl and then put it back down again.

I've repaired the game 3 times on Origin and installed the new updated patch of both the Sims 4 and Origin and it's still not working,

Can anyone help please?
