@Kaichounami Of the ten Windows errors listed in your dxdiag (most recent only), only one mentions Sims 4, and it's the Legacy Edition version. So it's difficult to know what's happening when you try to launch the 64-bit version. As a random guess, if you run RivaTuner Statistics Server or MSI Afterburner, disable it while you play.
If that's not the issue though, please try to launch the 64-bit version again, and post a screenshot of the error you receive.
Disable the Origin Web Helper Service as well. In Origin, hover over your username, select Application Settings, and under Application (the first header), scroll down to Start-up Options and disable the web helper. Then hit Windows key-R and enter "services.msc" without quotes. Scroll through the list to Origin Web Helper, double-click, select "Disabled" under Startup type, and click Apply. Then restart your computer.
Try launching Sims 4 (again, the 64-bit version) a couple of times, then look for related entries in the Reliability Monitor. Hit Windows key-R and enter "perfmon /rel" without quotes. You'll see a chart with a list of entries for each day. Look for any entries from today that either mention Origin or Sims 4 or that happened around one of the times you tried to launch the game. For each one, click "View technical details," copy the information, and paste it into a text document. (Notepad works fine.) You can attach the .txt file to a post just like you did your dxdiag.
