Sims 4 Can't Build on Empty Lot

So earlier today I was able to build and have my sims functioning like normal, but after Origin crashed and I couldn't get back online I restarted my computer and was able to reboot the game with online features enabled, all my sims since after the GTW expansion pack came out all were kicked out of their homes and the houses were restored to defaults. When I tried to build on an empty lot, the game kicks me back to the choose a neighborhood screen. I tried repairing the game multiple times through Origin, but to no avail... any help is appreciated cause I love my sims and just want to play them again!

P.S. Just to answer the question before it's asked, I don't have any mods or anything that isn't the basic game content.
