Sims 4 Cats and Dogs - No mating option.

How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? Cats and Dogs, Get to work and the Christmas stuff pack.
Steps: How can we find the bug ourselves? I'm not sure.
What happens when the bug occurs? Basically my Dogs or Cats won't mate at all, I don't get the mating option or try to be friends with option. I sprayed and un sprayed a stray that I added to the household and I got the option, when she got into labor the kitten(s) couldn't be born so she just continued walking around, I have 5 in my household. I did the same thing (spray and un spray) on my other cats that I created and it didn't work. (I have max relationships with both cats)
What do you expect to see? A mating option, actual kittens getting born when in labor. Try to be nice with option.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
