SIMS 4 CC MOD BUTTON WON'T ENABLE??

So I've tried to use Custom Content before, and it worked but that was with the Sims 4 Create a Sim Demo, but now I actually have the game my custom content won't work.

I've figured that there's an 'enable mods and cc' button and so I checked it and restarted the game like it said (assuming that's just quitting sims 4 and origin and opening it back up), but when I open it back up, the enable button is unchecked again - it keeps disabling as soon as I restart and I don't understand why?

All my custom content is in the Mods folder, I haven't deleted any files from the Mods folder and I've done everything explained in the videos in how to install CC... help??
