And the folder on your D drive is where your user files are ? The saves are all in the corresponding saves folder ?
They're not in documents or on OneDrive ?
I had a look and i have the files saved on D drive and in documents but when i try to delete them from documents they come back.
Saves should be here:
%drive%\Users\%username%\Documents\Electronic Arts\The Sims 4\saves
--Windows 10
Oh, I get you have it installed on your drive's root folder apparently...
Here's where my mods folder is:
C:\Users\%username%\Documents\Electronic Arts\The Sims 4\Mods

Then the game is probably using the folder in documents. Try moving the custom content to that folder
