So far I believe the steps above are working. I just need to get through the rest of it.
Editing about an hour later or so: After going through the steps above, I THOUGHT it was okay. I've been playing for a little while, no issues, been able to save, cheats have worked, etc. Then suddenly I wasn't able to even access his inventory, can't save, etc. It's definitely some kind of bug.

Have you put your mods back into the game after the patch?
Because it looks like a bug related to outdated mods.
If yes
Move the mods folder to the desktop.
Delete localthumbcache.package file in the game - important!
Turn on the game to create a new, empty mods folder and check if a game is working now without mods and CC.
Check if there are new updated versions of the mods and CC you are using.
Then once more copy from desktop your mods and CC and paste it in the new mods folder and test it in the game

- @kreatora I did, but at first after the repair, everything seemed to be running just fine. I'm going to try to run it without my mods this morning, for a bit, and see what happens. I updated what I could of my mods so far, but not all are out with an update yet. I will post back when I have results.
