Here is what I received from DISM.exe /Online /Cleanup-image /Restorehealth:

Here is what I received from sfc /scannow:
Windows Resource Protection found corrupt files but was unable to fix some of them.
For online repairs, details are included in the CBS log file located at
windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline
repairs, details are included in the log file provided by the /OFFLOGFILE flag.

I already had OneDrive disabled.
@princesskat87 The "corrupt files" mentioned in sfc might be a problem, or they might be the result of a mismatch between your original and current builds of Windows. You can upload the CBS log if you want, and I can take a look later if other troubleshooting steps don't work. It's a lot easier if you filter the results first though. Type cmd into the search box in the lower left corner of your screen, and select Command Prompt. Then copy and paste this into the window, and enter:
findstr /c:"[SR]" %windir%\Logs\CBS\CBS.log >"%userprofile%\Desktop\sfcdetails.txt
Please remove your entire Sims 4 game folder from Documents\Electronic Arts again, and try to start another new save. No need to spend much time on it; this is just for testing. If it still doesn't work, the next step would be to do a clean uninstall and reinstall of your graphics card driver. Let me know, and I'll post instructions.

It can't locate it in CMD.

@princesskat87 That's strange. I copied the same text into the Command Prompt window on my own computer, and it worked just fine a minute ago. Just checking, but were you in the same Windows user account that you used when running DISM and sfc? But you can leave that for now if you want, and we can look into it later if the other steps don't help.
Have you tried launching the game in a(nother) clean folder yet? Let me know how it goes.

@puzzlezaddict I just tried to launch it with a clean folder, and I was creating the Sim and the game crashed. I would say I had Sims open for about 3 minutes.
