Limited Edition users may not use games released after the November 2019 update - including Discover University. You can buy it and download it, but you can't use it because Origin can't see it.

As Kreatora mentioned, Discover University and newer DLC following that one are not compatible if your system is running the Legacy Edition of Sims 4. You can see the system requirements in the link above to verify whether that's the case, though given what you mentioned I do suspect that's the situation here.
If you have access to another computer that meets the full system requirements for the game you would be able to just log into your account and install/play the game there to access Discover University.
If this was recently purchased otherwise though, you may also want to reach out to an advisor so they can look into the possibility of a refund if you're otherwise unable to use the game.
