I think it might actually have been a day or two after Winterfest that this happened as it's still Winter in game at the moment! I had a look at older saves and I think it was around December 2nd when the issue first happened and I haven't been able to play since as the issue has been preventing me playing more than two minutes. The game has definitely been updated with the December patch but unfortunately the issue is still there.
@simberella_99 The December 7 patch prevented the problem from happening in new saves, but existing saves that were previously affected weren't fixed. The most obvious sign of this problem is a bloated save file, so please have a look; saves are stored in Documents\Electronic Arts\The Sims 4\saves. If the save file you're trying to play is significantly larger than normal, or than its backups, you likely have the Father Winter issue.
If that's your issue, the easiest solution is to revert to a previous version of the save, one that's from before the issue occurred. You'll be able to tell by the save file sizes. Use the manual method described here:

If you don't have any unaffected backups, you can try using MCCC to delete all the homeless sims in your save, which would also delete all the excess Father Winters.
