I have hit "fix" on both Outdoor Retreat and Get to Work, restarted the game and even restarted my computer and I am STILL getting the error, "Game Data Incomplete." I don't have any mods and have never tried to reinstall/uninstall the game.
Are there any other ways to fix it?

They are very similar but different cause.
If it's the first one, could you go to this folder: programs(x86)\Origin_Games\thesims4 (path may vary depending on your installation) and check if you have folders called GP01 and EP01 and if they have content.
It is the first one for sure! I have tried to "repair game" and it still doesn't work. I have no idea what else to do.

Also did you check if you're missing the actual content in game ? The message could have other reasons.
