Did you try reinstalling your mouse drivers or use a different mouse ? Do you have mouse trails on ? What kind of mouse are you using ?

My mouse is a, HP wireless mouse, it came with the computer but I don't think it came with any drivers. I also don't have mouse trails on.

CP -> Mouse -> Pointer options -> Enhance pointer precision (uncheck)

The dongle isn't in a USB hub or something maybe?

Uninstall the mouse drivers from
Device Manager -> Mice -> remove them all
Unplug the dongle
Restart PC
Plug dongle back in when windows is up

Try a different mouse if available.

Additionally, you may also consider the following:
- Disable the Origin in-game overlay (IGO). To do this, launch the Origin client. Then go to the Origin menu, Application Settings, Origin In Game, and then uncheck "Enable Origin In Game."
- Perform a clean boot. This is to ensure that there are no applications running in the background that might interfer with your game. Known culprits are again any sort of software with a Visual Overlay capability. Popular examples: X-Fire, Windows Blinds, Ventrilo, TeamViewer
