Sims 4 get to work - sims not working when controlling other sims

so one of my sim is working as a detective but i don't want to control that sim because i don't always want to play as him. i want to control my other sims instead so when i switch and play the other sim, he's not working at all. the suitcase icon always change the color to red and white again and again and there's always a yellow exclamation mark.

Release him from this job and hire him where you don't have to control him. An uncontrolled sim will not perform its tasks in this type of work and will never be promoted. Otherwise, check if you can click "take care of yourself" on his icon.
