Sims 4, Having trouble with gameplay, someone help please.

There are two ways to zoom. One way is with the wheel on the mouse or you can press control and either + or - to zoom. I'm not sure what you mean by rotate. If you are trying to rotate the camera, click on the camera icon in the top right of the screen. That brings down the camera controls and you will see the 2 arrows that let you rotate around the scene. There is also a button there that will let you zoom in and out. Hope that helps @ash6m .
