Sims 4 Issue with Cas Relationship and Moods??

I recently realised that in CAS, I am unable to edit the relationship between any sims. I removed all mods and CC and tried again and it still doesnt work. I am reluctant to uninstall the game becaus...

@SkyhunterXoX You can't edit relationships after you exit CAS the first time.

I know, i mean whenever a new game is started and even tried with cheats.
