I've just started having this issue. I've tried all the steps listed here and it's still happening.
Removed mods. cleared cache. renamed Sims 4 folder to Sims 4_old, removed total EA folder, repaired game, clean-installed drivers, restarted computer, repaired the game again, changed the Config.ini and STILL the game crashes completely when exiting CAS.
