@thatshydork Sorry for the late reply. I only now found your post in some other forum and moved it here.
Anyway, please try playing in a clean user folder. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop, and when you launch the game, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you moved but temporarily not read by the game.) Don't add anything to the new folder yet; just start a new save and see whether it crashes.
If that doesn't help, please run a dxdiag and attach it to a post.

I was also seeking some help I tried several different options, forums and videos. I can further elaborate if needed for the steps I took. I can tell nothing is working because I have the 0008 delivery error, and it wont save game options after restarting. I followed the instructions you posted, can you please assist me as well?

@thatshydork Running a dxdiag isn't a troubleshooting step, it's a way to gather information that might be helpful in diagnosing the problem. So please attach your dxdiag to a reply here, and I'll take a look at it.
i have a simular problem only that my game would crash on startup and doing this helped my game not crash. i would want to get my save files back but im not sure if thats possible . if theres a way to get some of it back that would be awesome because i have a lot of saved data and hours dedicated on there .
@RAYTHEMENACE Your saves are inside the Sims 4 folder you moved, specifically inside the saves subfolder. You can simply move them to saves within the new Sims 4 folder the game has created, and they should work as normal.
Please let me know if playing a particular save causes crashing or freezing, or if the saves don't show up properly. And if you get a message about overwriting existing files, cancel moving the files and renumber the save that's already in the destination saves folder so it doesn't share a number with any of your other saves.
ive done this and my game runs fine thank you <3 but now all my cc is GONE . the only folders i moved back were the tray , saves, and cc . however all my sims clothes are gone and objects are also gone. i tried to load a two previous saves in which my sims are shown wearing the cc but when i load into the game their naked and some of the sims skin is completely black . ive checked to see if mods and script files where enabled and they were i also checked that my mod save and tray files where in the right place and they were. i tried disabling and re enabling them as well and that didnt work . i have not saved the game since ive opened it . is there a way to get my cc back on my saves ?
