this is my dxdiag and I have the same problem; when I start trying to make a dog it keeps freezing then crashes and the screen becomes white and I get a pop up saying something is blocking graphics or something

If you have the means, get a better computer, otherwise remove the EP. You can try get a refund through support.
What is an EP? I don't really know alot about laptops and my family doesn't have enough money to get a new laptop anyways
EP stands for Expansion Pack, which in this case refers to Cats&Dogs.
So in easy language: Your computer is too weak to run Cats&Dogs.
Options:
To get a refund you usually have to contact EA within 24 hours and if you started the game yesterday you might want to hurry
