is indicative of the issue running Sims 4 on high-end Intel processors. Are you sure your BIOS is updated though? The motherboard name in the dxdiag isn't always specific enough to be sure, but looking up the model listed in yours, I found this:

The newest BIOS is listed as F24, rather than the F18e in your dxdiag. However, I can't be sure that's the right page, so double-check yourself.
I don't know whether you specifically disabled CPU Turbo Boost in the BIOS, but if not, that would be the next step, that is if the setting is present at all. I don't know how many B760 boards have it.
