Have you any mods?
Have you tried to fix the game in Origin?
Origin/Library - right-click on TS4 - option "repair game"?
I understand that you have checked this notebook on the phone. I ask because if this info pops up on the screen it will not direct you to the notebook. At least not in my game.
If repair of the game will not work, you can do a factory reset as described in this post:
