Well, as I said in my first post, I had tried removing all mods and repairing the game already but still having issues.
I have thousands of mods and I was reorganizing them the other day into a more detailed folder structure and after I did that, I started to get the correct NPCs. Of course now Kylo Ren is dating the teenage daughter but, that's neither here nor there.
For now, it isn't an issue for me anymore however I'm still not sure exactly what caused it. I am sure it was a mod but then it makes no sense that I still had the issue with all mods removed. Very strange.
