Don't know if any one else is experiencing their sims not reacting to weather... For instance my Sims won't use their umbrellas in the rain and their clothes don't get wet. If I run the game without my mods it works fine. I have a lot of clothes cc, hair, accessories. Also mods like UI extension, ww, mccc...

Have you tried removing your mods and try without ?
a lot of custom content/mods is outdated and needs updating.
If it does works without, narrow down which one it could be,
