I have two computers, one is a PC, the other is a laptop. Suffice it to say, I don't remember the issue happening on the desktop.
For me at least, the issue seems to be related to household sims that are not under immediate control. It didn't seem to start until I made my second household, and now that I have 5, it happens a LOT (maybe once every 3 sim hours at least).
With the household I'm playing now I've recreated the issue whenever I invite over a sim from another household as a guest, it doesn't happen with regular NPCs. It happens every time one of my autonomous sims comes into my currently playing sims neighborhood. Maybe the calculations for autonomous sims that aren't NPC's haven't been optimized for AMD A-series cores? Having been using AMD for years I'm used to being behind on optimizations :P Nothing else seems to effect the game play in this way, and having about 12 sims in the world I made that I'm not directly playing, there's a lot of opportunity to recreate the issue through invites, and them waking up often around the same time, making some start coming into the neighborhood causing the pseudo freeze throughout the day starting after 7am sim time. Since they mostly sleep at night, the issue happens a lot less at night.
Also, the game always recovers, or catches up with itself, eventually, usually less than a couple minutes each time. Only when I added a dozen mods did it ever keep going to the point I had to externally close the game and restart it, that's only happened once so far since i started doing that all over the past couple days. It never directly effected the OS at any point, or CPU usage.
Things like rubber-banding and time dilation type events (sims suddenly leaping out of bed dressed, playing out the whole animation in a fraction of a second, is the most common) seem to happen a lot more often when I have my other sims over as guests or if they are nearby. I only started inviting them over often the past day after picking up the serial romantic trait, so I never had encountered the rubber-banding until recently; it doesn't happen when regular NPC's are guests, except the getting out of bed in a moment dressed thing seems to happen sometimes even when I have an NPC guest, as long as one of my other sims are around the neighborhood. These kinds of glitches are extremely short lived to say the least, and feel related, which is why I mention them.
So far I can work around it by hitting 0 (zero) or ~ (tilde) when the sims stall and the timer keeps going, since it never lasts less than 30 seconds, it's easy to notice and get ready for the sudden time travel. Thankfully keyboard commands can still be queued, though I have had less success if I hit more than one command, even if the last one was to pause it (several times I've hit pause last and it came back super speed since it was one of the keys I hit to see if I could try to break it out in frustration). If I make sure to click the pause icon with the mouse, and hit ~ and 0, it pretty much guarantees that when it finishes it will come back paused.
I hope this is enough info, I'm very much looking forward to a fix in the future.
