First, have a look here and check if you need some new drivers for your hardware

Then run sfc /scannow to check and fix your Windows system

Next, check if your Windows is up to date

Try disconnecting a second monitor.
When Windows 10 restarts, it first connects to all the peripherals you have connected. If some of these connections are loose or if the device isn’t responding properly, you might see the Kernel Security Check Error.

I'm going to test the Sims 4 after doing as you instructed and will try to restart my PC after playing. If it doesn't crash during restart/shutdown then it should be all good and will let you know.
