Problem:
You try to start up Sims 4 and it says unable to start because it is already running

Solution: 
If you made an mklink the folder destination probably changed. Delete the link folder, it should be the folder with this symbol under it (normally white square with blue arrow)↗️.
For example if I created a mklink so the folder in my C drive would go to my D drive instead, delete the C drive folder and re-establish the link in the cmd prompt.

Theres always verifying your files, deleting cache, app recovery, deleting sims 4 folder as a whole which can lead to the mlink problem (remember to remove your saves and mods folder first). 

Other than that I'm not sure but I wanted to post this solution somewhere instead of chasing everyone with the problem.
