Sims 4 wont open

ever since the 8/18 update (which i did update with my mods still in but i've literally never had a problem because of doing that before) my mods wont show up in my game. i have all options enabled to allow mods and my mods aren't buried in folders either. I've made a new sims 4 folder doing this and also deleted my mods folder so a new one would be generated when i opened the game again, but it never generated a new one (so i put the old one back). I redownloaded my game and packs. i also deleted all my mods and downloaded a random cc shirt, put it in my game, and it wouldn't show up. im kinda lost on how else to fix the issue. i've just updated my game with the latest patch and it's still not working. i also have my origin and my game on an external hard drive if that's important.

 

then i tried doing this after someone recommended it to me  and that didnt work. Instead this happened: 

- I got this error when I started the game back up after following those steps 

- when I enter the command prompt it doesn’t say a connection was made after I press enter. It says "cannot create a file when that file already exists"

 

so now my game wont even start and says that it's already running. I opened task manager to make sure it wasn't running already and it wasn't.

    So you found out that the folder you thought was used by the game wasn't (you already knew it should be regenerated if it was) Since you put it in the wrong folder it is no surprise that the new CC didn't show up. The latter part you should not have tried as it in no way could help with your issue. Now let us try to repair the damage. First delete the symbolic link you created. Restart the computer. Now follow this instruction to find your user folder. https://sims4.crinrict.com/eng/2018/07/how-to-find-your-user-folder/

    After having done that. Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game.

    If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.

    If it still do not work return with what errors you see.
