Your saves and other user content (saved households and builds, mods and custom content, etc.) are stored in Documents > Electronic Arts > The Sims 4. Uninstalling the game should not delete this folder, but it's best to make a backup copy anyway. In fact, it's a good idea to make frequent backups even when you're not troubleshooting—you never know when something will go wrong and you'll need to revert. You can delete the older backups when you're sure you won't need them.
