Sims not able to buy in a store owned by another Sim

When a store is owed by one of my sims, and that I am playing another sim and I send this Sim to buy something in the store he can't. The games spawns no employees. The objects for sale are there but my Sim can't buy anything. I think it came with the last patch. But I am not sure.
