Sims not doing anything with actions in "to do"

What expansions, game packs, and stuff packs do you have installed? Expansions: all Game: Strangerville, Jugle adventure, Parenthood, Dine Out, Spa day & Outdoor retreat Stuff: Moschino, Laundry, Toddler, Fitness, Bowling, Vintage Glamour, Kids Room, Cool Kitchen & Perfect Patio
Steps: How can we find the bug ourselves? Play with a sim in the discover uni world (I played in the Foxbury dorms).
What happens when the bug occurs? My sims autonomy is turned off and still she randomly ignores actions that I put in her "to do" lane. Also sometimes when she has an action she just stands still for 30 (sims) mins and does nothing before actually doing the action. The mostly happens with sleeping and eating. For eating she also takes 2,5-3 hours to complete the action. On top of this bug she often doesn't get the "go to class" button or automatic action untill after a class is done. Basically: My sim doesn't do anything I tell her to do and if she does, it's a lot later than she was supposed to or she takes forever to do it. I've been playing Sims4 for quite some time and I've played with pretty difficult families and I've never struggled so much to keep needs up and stuff. It takes the fun out of playing when the whole gameplay is messed up because actions aren't carried out.
What do you expect to see? That my sim will return to "normal". Where I can just tell her to do stuff and then she will do it without ignoring, waiting and just not doing at all.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
