@cloudssoul1234 As a test, please try playing in a clean user folder. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop, and when you launch the game, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you moved but temporarily not read by the game.) Don't add anything to the new folder yet; just start a new save in one of the base game worlds and let me know how it runs.

@cloudssoul1234 So this happens in a new save too? If you added any content from the Gallery or your own library, whether sims or a build, please test again but without that content.
If that doesn't help, please let me know what kind of install this is: EA App, Steam, Epic, something else, or mixed; and whether the problem is better or worse in different worlds. Please also post a new dxdiag so I can compare it to the first one.
