Sim's not promoting in career

Hi, I've been playing The sims 4 for 3 days now. I have 2 Sims working. 1 in the culinary career and 1 in the secret agent career. My sim in the segret agent career is now at level 6. However my sim in the culinary career can't seem to get promotion. I did the things required to get a promotion, but still no luck. I even quit the job and started over. Is there something I am missing?

The Dialy Task. Is a thing your sim has to do every day after work.
Hover over the Performance bar and it will tell you the ideal mood for the job and the dialy task.

And it is the only thing to do to be promoted and it is no matter that I still have for instance 0/5 in some skill below?
