Have you found a solution to the issue ? I'm having the exact same problem and you're the only other person I've seen mention it...

@z5u2zb0s4jt0 This is just an issue with version 1.99.x from what I can see. Many other threads point to this issue, and it impacts myself as well. You can "testingcheats true" and shift-click the frozen sim and "Reset Object (Debug)" interaction to clear the queue and try again. That's what I've been doing recently.
