Sims will not enter park

Random sims will not enter a community venue (National Park) without being invited in first - 'call over' social disabled. Help please.

What do you mean by random Sim ? An NPC or one you're playing ?

I think it's a Vampire pack bug? Non-vampire NPCs won't enter a lot as they have to be invited first. I've changed lot type but NPCs won't enter lots in Granite falls unless they are part of a group in the 'action' social.
I'm still a bit unclear on this.
You mean you changed any of the lots in the smaller area to national park or are you talking about the big area ?
