Dear puzzlezaddict. Thank you so much for your response this morning. It has really helped me out.
I unistalled Steam, I unistalled EA app both with Revo and I removed the old origin files. I had to sign in to the New EA App with my administrator computer account that I made only for EA app.(had to do that months ago too) and I reinstalled EA app and downloaded nearly all the Sims game pack folders. they wanted to go to Program Files\ EA Games\ the sims 4\. I have played some test games so far, and they seem to be working well.
One EP13 pack Growing Together came from Steam, And it says I have to sign into steam to get that. and like before it wants to download the steam app to Users\ my name\ downloads\ steam\ steamapps\common.
Should I let it do that? Do I even need Steam to play the game and not download the steam app? Should I find a way to move the steam app to Program files. Will EP13 load into the EA games folder with all the others, or do I need to move it there afterwards?
I just don't want to mess this up again.

@Laurnarose When you're installing Steam itself, you should be able to choose the install location. Choose either C:\Program Files (x86) or a new folder that you make for this purpose. It should NOT be in Downloads. If you've already installed Steam into Downloads, remove it again and install it elsewhere.
You'll then need to uninstall the EA App version of Sims 4 and reinstall the game through Steam. This will also install Growing Together. Once you've done that, sign into the EA App and install the packs you own there, but NOT a second copy of the base game. You can download the packs through My game library > Sims 4 > Manage > Manage add-ons.
