yes I did this in the first part now I'm at the end and can't finish because nothing is there. I have like 10 frames with pics sitting there

Well, this is really late to have asked this because this was an early part of the event.
As part of the tasks in the event, you were supposed to have taken pictures. In that course of events in the first part, you had to also claim the picture frame. You get that frame from build mode, then you put it in your house. That frame is a "digital" frame.
Once you've had the pictures taken (which was automatically put in the personal inventory of the sim you used to take photos), you click on that picture frame you placed, and there will be a button in the menu to inspect the frame's inventory. It's just like a toybox/storage box - you just place all the photos of the amoutn required in the frame's inventory, and the photos are displayed in it. Then you do whatever tasks you need to do with it, especially taking more pictures and such later on in the event.
I found that you can also remove the pictures as well if you wanted, and put them back in as it will also count. The frame seems to only work with pictures from the camera, not paintings and such (which would've also been nice). - hummie126 days agoRising Novice

Yes, pictures you take go into your personal inventory and you move them from the inventory into the frame.
