@meshathesim  I've moved your post to the Sims 4 PC tech section.  Please try disabling Origin in-game: hover over your username, select Application Settings, then the Origin in-game header, and disable the option at the top.
If that doesn't help, please move your entire Sims 4 folder out of Documents\Electronic Arts and onto your desktop.  When you launch the game, if it launches, a clean folder will spawn with no content.  Don't add anything to it yet; just see whether you can get far enough to start a new save and play for a bit.  Let me know either way.
Please also let me know if you have a third-party antivirus installed, and which one: there are a couple that are causing problems with Sims 4 right now.
And I'd like to see the driver download page for your computer, but I can't be sure I'm looking at the correct page from the information in your dxdiag.  Go here:
https://support.hp.com/us-en/drivers/desktops
Enter your computer's serial number, select your OS if necessary, and you'll land on the driver download page.  Please link that page here.  It doesn't have any information about your own system, just the model overall.
