Steam Sims 4 "Application not found" when trying to launch

Whenever i try to launch the app it says "application not found" with the only option being "okay." Once I click "okay," it takes me to another pop up in steam that says "Failed to start the process for this game: operation was canceled by the user." I've contacted support from EA and they said that this does not typically happen and to report it.
