@Kiant2006 Are you playing in DirectX 9 or 11 mode, and does it help to switch? Here's how:

@Kiant2006 Does it help to switch to DirectX 9 mode? You shouldn't have to, but it would be useful to know whether the game runs differently.
Either way, try playing with your computer offline. You can sign into the EA App and put it in offline mode, then disable wifi and/or disconnect the ethernet cable before pressing Play. If this helps, try again with your computer online but the EA App in offline mode. If that's still fine, disable Online Social Features, under Options > Game Options > Other, and put the EA App back in online mode. Sometimes this setting alone is enough to cause bad performance.
If you don't see an improvement while your computer is offline, please try playing in a clean boot:
The one service to leave enabled is the EABackgroundService, which the EA App needs in order to run. Disable the rest as described.
When you reboot your computer, go through the Task Manager's background processes list shutting down any service that doesn't absolutely need to be running, for example anything from MSI Afterburner to RGB software might still be enabled. If you accidentally kill a critical process and it doesn't restart on its own, just reboot your computer again.
Don't open anything other than Sims 4 and the EA App while testing, not even a browser window.
Your dxdiag doesn't show anything Sims 4-related, but it does list a few crashes of a component of Microsoft Flight Simulator. So you may want to repair or reinstall that game.
